Atkins joint venture selected for $1.9bn Puerto Rico rebuild

A joint venture between SNC-Lavalin subsidiary Atkins and Tidal Basin Caribe, a disaster recovery firm, has won a $23m deal to provide housing and community recovery services in Puerto Rico in the wake of hurricanes Irma and Maria, which struck the island in September 2017.

The Alliance for the Recovery of Puerto Rico was chosen by the island’s Department of Housing (PRDOH) as part of the Puerto Rico Community Development Block Grant Disaster Recovery (CDBG-DR) program.

The PRDOH and Recovery Alliance will implement up to $1.9bn in programmes, including single-family housing repair, reconstruction and relocation, and housing counselling.

JR Steele, Atkins’ federal business unit director, said: "Hurricanes Irma and Maria were among the worst in the history of the Caribbean, causing widespread damage and upending the lives of tens of thousands of Puerto Ricans.

"Our team brings a history of proven performance on large recovery programmes in Puerto Rico, and we understand the importance of getting citizens back into homes that are habitable, functional and resilient."
