Out of five consortiums that expressed an interest in building a €1.4bn public-private partnership (PPP) motorway in Romania, only one has actually entered a bid.
The team, consisting of China Communications Construction Company (CCCC) and Istanbul-based contractor Makyol, is now the sole contender for the 110km Ploiesti-Brasov highway, according to Romanian website Economica.net.
The four other consortiums that entered bids for the Valea Prahovei Highway, Romania’s first PPP project, were a Chinese team made up of Sinohydro and Power China Roadbridge, ERG Insaat Ticaret of Turkey and Sauerwein & Schaefer Bau of Switzerland, Austria’s Strabag and IC Ictas of Turkey, and Spanish duo Acciona Concesiones and FCC.
The Spanish bid was eliminated, and the remaining three declined to make an offer.
The Spanish companies later complained about being excluded for "absurd reasons" and accused Romania’s National Commission for Strategy and Planning of misunderstanding the PPP procurement process.
The team winning the project will fund the work and receive annual payments from the Romanian government over the 24-year period of the concession, as well as a toll of €6.3 per 100km.
